Qian Naicheng, Ambassador of China to Turkmenistan
1. “All living things cannot exist without harmony and nutrition.” Its diversity makes our globe viable, without which a person cannot live. Protecting biodiversity benefits our common planet and the sustainable development of humankind.
2. Man must live in complete harmony with nature. Nature responds to the good of man with good, and to barbaric interference with merciless punishment. Nature must be treated with utmost respect. It must be cautiously and carefully protected in the name of the harmonious coexistence of man and nature on Earth.
3. Green mountains and emerald waters are priceless treasures. A favorable ecology is not only a gift of nature, but also an asset that determines how effectively the economy and society will develop. The time has come to accelerate the transition to the paradigm of green development, to achieve a double win in the field of economy and ecology in the name of a balanced harmonious development of the economy and the environment on Earth.
4. The COVID-19 pandemic has darkened the prospects for global development, complicating the already difficult path of implementing the UN 2030 Agenda for Sustainable Development. At the same time, developing countries are faced with the tasks of economic recovery and environmental protection; they, like no one else, need help and support. It is necessary to take collective action to overcome temporary difficulties, to transform the achievements of development and a favorable environment into a common good for the peoples of all countries in the name of common prosperity on Earth.
5. We live in a time when challenges are intertwined with hope. Only those who walk persistently can overcome the road. For the sake of a common future, it is time to jointly embark on a new campaign – the path to high-quality development of humanity.
6. Build good relations between man and nature under the banner of ecological civilization. It is important to resolve the contradictions of industrial civilization, minimize the negative human impact on nature, and take comprehensive and systematic measures to protect mountains, water, forests, desert, steppe and land.
7. It is necessary to give impetus to global sustainable development through the “green transformation”. A green, low-carbon and circular economic system must be created, and environmental benefits must be turned into development bases, so that well-protected nature can support development. It is important to intensify international green cooperation and jointly share the benefits of green development.
8. It is necessary to prioritize the well-being of the people, to promote social justice and equality. People’s aspirations for a better life must be taken to heart and shared in areas such as environmental protection, economic growth, employment and poverty eradication, so that the people of all countries of the world feel more satisfied, happier and more secure.
9. It is necessary, on the basis of international law, to defend a fair and rational system of global governance. I consider it important to implement genuine multilateralism, to strictly observe and comply with international rules, and to abandon selective approaches. As we set new goals for the environment, we must strike a balance between ambition and pragmatism to make the global environmental management system more equitable and sustainable.
10. China will be the first to provide 1.5 billion yuan for the establishment of the Kunming Biodiversity Conservation Fund to support developing countries to conserve biodiversity. We encourage and welcome your investment.
11. In order to achieve a peak in carbon emissions and carbon neutrality, China will publish an action plan for key sectors and related support measures, a political system to achieve the above objectives and a “1+N” system. China will steadily promote the optimization of the structure of production and energy, and develop renewable energy sources in every possible way. We will accelerate the planning and construction of wind and photovoltaic units in the desert zone, and construction of the first phase of a project with an installed capacity of 100 GW has recently begun. /// nCa, 1 November 2021 (in cooperation with Embassy of China in Turkmenistan)
