Qian Naicheng, Ambassador of China to Turkmenistan
The world is changing dramatically today. The scale of the ongoing changes is unprecedented in the last century and unprecedented in history. Humanity faces serious challenges. With no time to dispel the fog of the coronavirus pandemic, humanity today faces new and traditional security threats. The global economy is recovering unevenly, with a growing gap in development levels. Until the global governance gap on issues such as climate change is reduced, a new challenge must be met: digital governance.
History teaches us that the more difficult the path, the more important it is to be persistent and self-confident. Contradictions should not be feared, since they have been and remain the driving force behind the development of mankind, no difficulties can impede the movement of history. In the face of many different challenges, instead of stepping back, one must be bold and determined.
From darkness to light – strength in unity and solidarity. Over the past two-plus years, the international community has made a titanic effort to fight the pandemic and help revive the global economy. The difficulties and challenges that have arisen show that humanity is united by a common destiny, the countries of the world must keep pace with the trends of the times, namely peace, development, cooperation and common gain, in the right direction of forming the Community of a Common Destiny for Humanity and jointly counteract the challenges for a brighter future.
It is important to work together to protect the life and health of mankind. The preservation of the life and health of the people is a prerequisite for the development and progress of mankind. There is a long way to go before we defeat the coronavirus. Countries should support each other, strengthen the coordination of anti-epidemic work, improve global health management in order to unite the strength of the entire international community in this fight. The vaccine must become a global public good, accessible in particular to developing countries.
It is important to work together to promote economic recovery. The COVID-19 pandemic has dealt a severe blow to the gains accumulated over the past decade in eradicating poverty. The uneven economic recovery exacerbates global inequality, and the gap between South and North continues to widen. The current situation requires a firm commitment to the formation of an open world economy in accordance with the trends of economic globalization, intensification of work on the coordination of macroeconomic policies, ensuring the sustainability of global production and supply chains with the help of technological drivers. It is important to prevent serious regional or even global consequences as a result of economic policy fluctuations in one country, to promote balanced, coordinated and inclusive global development.
It is important to work together to ensure peace and tranquility in the world. As the ancient Chinese proverb says: “People in stable countries live in prosperity, and in unstable ones they suffer from poverty.” Development cannot be achieved without security, and it is impossible to solve the issue of the security of all mankind alone. The facts convince us that Cold War thinking only undermines the system of global peace, hegemony and power politics do nothing good for world peace, bloc confrontation only exacerbates the already serious security challenges in the 21st century.
It is necessary to adhere to the concept of common, comprehensive, joint and sustainable security, jointly ensure peace and security in the world, be guided by the principles of respect for sovereignty and territorial integrity, non-interference in internal affairs, respect for the right to independently choose the path of development and the social system, strictly observe the goals and principles of the Charter UN, abandon the mentality of the cold war and unilateral actions, prevent bloc or confrontational thinking. Pay due attention to the rational concerns of each country on security guarantees, adhere to the principle of the indivisibility of security in the interests of building a balanced, effective and sustainable security system, prevent attempts to ensure one’s own security at the expense of the security of others, resolve interstate differences and disputes peacefully through dialogue and negotiations, welcome all efforts to peacefully resolve the crisis without the use of double standards, unilateral sanctions and “long-armed law”, take a comprehensive approach to issues of traditional and non-traditional security, join forces in countering regional conflicts and global problems such as terrorism, climate change, cybersecurity and biological security .
It is important to work together to counter challenges in global governance. All countries of the world are connected by a common destiny, we are in the same boat. If you want to sail towards a brighter future in both calm and storm, be together. Trying to force anyone out is unacceptable and unacceptable. Similarly, in the modern world, one-sidedness and ultra-egoism lead nowhere, any attempts at separation, disruption of supplies and extreme pressure have no prospects, and the notorious bloc thinking and stereotypes of confrontation on ideological grounds are doomed to failure. It is necessary to implement the concept of global governance on the principles of joint discussion, joint implementation and sharing, to develop universal values, to advocate intercivilizational exchange. It is necessary to adhere to true multilateralism, to resolutely stand guard over the international system under the auspices of the UN and the world order based on international law. /// nCa, 25 April 2022 (in cooperation with Embassy of China in Turkmenistan)
