Kyrgyz President Sadyr Zhaparov [also spelled Japarov] and Chinese President Xi Jinping signed on 18 May 2023 a Declaration on the establishment of a comprehensive strategic partnership in a new era in Xi’an.
During the talks, the leaders discussed topical issues of Kyrgyz-Chinese bilateral and multilateral cooperation, the agenda of the upcoming China-Central Asia Summit, and the implementation of agreements at the highest level and joint projects in various fields.
Xi Jinping outlined the key areas of joint cooperation — increasing mutual trade turnover, practical implementation of trade and economic cooperation programs, increasing direct flights, establishing twinning ties between regions, strengthening law enforcement exchanges, strengthening traditional friendship and cooperation, bringing bilateral relations to a new level, implementing projects in the field of hydropower, etc.
The Chinese President also expressed readiness for cooperation in agriculture, transport, education, modernization of checkpoints, global and regional security.
President of Kyrgyzstan Sadyr Zhaparov stressed that China is one of the main trade and investment partners of Kyrgyzstan. There is a dynamic growth of mutual trade, the volume of investments of the Chinese side in the economy of Kyrgyzstan.
Zhaparov said that Kyrgyzstan is interested in deepening cooperation in trade, economic and investment spheres, in education, finance, e-commerce, cultural and humanitarian areas.
During the bilateral talks, the leaders paid special attention to the China-Kyrgyzstan-Uzbekistan railway construction project and stressed the importance of accelerating its implementation.

In addition, a number of bilateral documents were signed during the state visit to China:
– Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the People’s Republic of China on the provision of gratuitous assistance;
– Cooperation program between the Ministry of Foreign Affairs of the Kyrgyz Republic and the Ministry of Foreign Affairs of the People’s Republic of China for 2024-2025;
– Protocol between the Ministry of Education and Science of the Kyrgyz Republic and the Ministry of Science and Technology of the People’s Republic of China on the establishment of a commission for scientific and technical cooperation;
– Agreement on the establishment of twinning relations between the City of Bishkek (Kyrgyz Republic) and the city of Tianjin (People’s Republic of China);
– Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the People’s Republic of China on the prevention of theft, secret excavations and illegal import and export of Cultural property;
– Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the People’s Republic of China on cooperation in the field of aviation search and rescue;
– Acceptance certificate between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the People’s Republic of China on the Mobile Hospital project, provided at the expense of grant funds of the Government of the People’s Republic of China;
– Joint Action Plan to promote high-quality trade development between the Ministry of Economy and Commerce of the Kyrgyz Republic and the Ministry of Commerce of the People’s Republic of China;
– Memorandum on cooperation in the field of mass media between the Ministry of Culture, Information, Sports and Youth Policy of the Kyrgyz Republic and the Press Office of the State Council of the People’s Republic of China;
– Memorandum of Understanding between the National Investment Agency under the President of the Kyrgyz Republic and the State Committee for Development and Reforms of the People’s Republic of China on the promotion of production facilities and investment Cooperation;
– Protocol on Phytosanitary requirements for Table Grapes exported from Kyrgyzstan to China between the Ministry of Agriculture of the Kyrgyz Republic and the Main Customs Administration of the People’s Republic of China;

– Agreement on the implementation of a project in the field of cinematography on the project of shooting a joint series “The Distant Wind of the Silk Road” between the Ministry of Culture, Information, Sports and Youth Policy of the Kyrgyz Republic and the company “Shaanxi Tianhan Shengdian Film Company Ltd.”;

Joint Declaration of the People’s Republic of China and the Kyrgyz Republic on the Establishment of a Comprehensive strategic partnership in a New Era – key points
- The parties emphasize that mutual support in matters concerning each other’s fundamental interests is a fundamental principle for the development of the China-Kyrgyzstan comprehensive strategic partnership and the community of a common destiny.
- The parties will continue to provide mutual support in protecting the sovereignty, security and territorial integrity of States.
- The Chinese side firmly confirms the path of development of Kyrgyzstan independently chosen by the Kyrgyz people and the efforts undertaken by the Kyrgyz side to ensure independence, state sovereignty and territorial integrity, strengthen internal stability, and develop the national economy.
- The Kyrgyz side confirms its commitment to the one China principle.
- The parties strongly oppose politicization, instrumentalization and double standards on human rights issues, strongly oppose the abuse of democratic values, interference in the internal affairs of sovereign countries under the pretext of protecting democracy and human rights.
- Kyrgyzstan highly appreciates China’s efforts to protect cultural diversity and religious freedom of all nationalities of Xinjiang, expresses support for the measures taken by China to maintain security, stability and development of Xinjiang.
- The parties are ready to further deepen cooperation in the field of security and will continue to strengthen contacts between relevant agencies, expand the exchange of operational information and cooperation in the field of border security and defense.
- The parties are ready to promote cooperation in the field of economy and trade, infrastructure, transport, energy, production, investment, processing and mining, agriculture, digitalization, tourism, interregional relations, in the field of emergency prevention and response and combating climate change, the development of “green energy”. The parties are ready to maintain contacts on the establishment of cross-border trade centers.
- The parties intend to continue work on the establishment of the Chinese-Kyrgyz Development Fund.
- The Kyrgyz side welcomes Chinese enterprises implementing joint projects on the territory of Kyrgyzstan.
- The parties are ready to simplify customs procedures in order to develop mutual trade.
- The parties are determined to implement a number of joint economic projects in the field of transport and communications, agriculture and grant projects in Kyrgyzstan as soon as possible, such as the construction of hydraulic structures, engineering structures on the alternative North-South road, construction and equipping of mobile hospitals.
- The parties are ready to improve the road transport infrastructure in order to increase cargo traffic and develop multimodal transportation on the China-Europe route through the territory of Kyrgyzstan.
- The parties are determined to sign a trilateral agreement and start implementing the China-Kyrgyzstan-Uzbekistan railway project.
- The parties attach great importance to cultural and humanitarian cooperation as the most important area of interstate relations between China and Kyrgyzstan. The parties are ready to continue to actively promote cultural and humanitarian exchange, expand and strengthen cooperation in the fields of education, medicine and healthcare, culture, sports, tourism, cinema, television, mass media and other spheres.
- The Chinese side is ready to expand opportunities for Kyrgyz youth to get higher education in Chinese educational institutions, will support the teaching of Chinese in Kyrgyzstan, effectively use the opportunity of the Confucius Institute, take active measures to promote the construction of the “Lu Ban Workshop” in Kyrgyzstan.
- The parties are ready to continue to provide mutual support in the international and regional arenas – within the framework of the UN, the SCO.
- The parties will jointly support the international system, the core of which is the UN, resolutely oppose hegemonism, the policy of force and unilateralism in all their manifestations, oppose the creation of various blocs aimed at certain countries.
- The parties will make joint efforts to build a new type of international relations based on mutual respect, equality, justice and mutually beneficial cooperation, as well as to deepen and expand an equal and open global partnership.
- The Heads of State welcomed the launch of the mechanism of meetings of the Heads of State of the China-Central Asia format in Xi’an and stressed that the new format of multilateral cooperation in the region will contribute to strengthening and developing China’s cooperation with the Central Asian states in the interests of ensuring peace, stability, security and sustainable development in the region.
